報(bào)告資金使用效果，并使公眾與其選出的代表和捐助方能夠確定資金效益水平；
評(píng)價(jià)是否實(shí)現(xiàn)了規(guī)劃目標(biāo)，并了解哪些方面有效，以便能夠設(shè)計(jì)更高效率和效益的規(guī)劃。

Called for effective monitoring on all nodes of the malaria eradication road, and the Global Strategy for Malaria in 2016-2030 recommended that countries transform monitoring into core interventions. There is a need for vigorous monitoring of malaria, through the authorization of malaria programs to carry out the following work to optimize the planning of the operation:
Advocacy of domestic and international sources of investment consistent with the burden of malaria disease in national and sub-national regions;
Allocate resources for the most needy and most effective interventions to maximize public health impacts;
Whether the program is scheduled to progress on a regular basis or whether it is necessary to adjust the size or combination of the intervention;
Report on the effectiveness of the use of funds and enable the public to determine the level of financial efficiency with the representatives and donors it elects;
Evaluate whether the planning objectives are met and what aspects are effective in order to be able to design more efficient and cost-effective planning.
There is an urgent need to establish a stronger malaria surveillance system in order to respond effectively to malaria-endemic areas in a timely manner to prevent the recurrence of outbreaks and diseases, to track progress and to assume responsibility for the Government and the global malaria control agencies and individuals.

Elimination of malaria is defined as the adoption of careful measures to block the spread of malaria locally caused by a specific malaria parasite in a clear geographical area. There is a need to continue to take measures to prevent the re-transmission. (The requirement for malaria elimination certification for a country is to block the local spread caused by all human malaria parasites).
Elimination of malaria means that by taking careful measures, the global incidence of malaria infection caused by human malaria parasites has dropped to zero forever. Once the disease is eliminated, no intervention is required.
